Fractional Change Portfolio & Governance Lead (Interim) – 3–4 days/week (Outside IR35)

We’re hiring an Interim/Fractional Change Portfolio & Governance Lead to take end-to-end ownership of change portfolio governance, internal audit coordination, and investment oversight across a diverse Change & Technology portfolio.


This role will drive robust decision-making, portfolio performance, and value realisation, with full accountability for budget and spend governance.


Key responsibilities

  • Own and run the Change Portfolio & Governance framework
  • Provide full oversight of portfolio performance, tracking delivery, benefits, risk and dependency management
  • Lead governance forums and ensure high-quality materials for decision-making and approvals
  • Review, shape and challenge business cases and investment proposals to ensure strategic alignment and ROI
  • Partner with the CFO and Finance to manage budgets, forecasts, spend controls, and quarterly performance reporting
  • Coordinate and oversee internal audit activity and ensure actions are delivered to plan
  • Connect portfolio priorities to business strategy, ensuring a clear line of sight from investment to outcomes


Essential experience

  • Senior-level experience leading Change Portfolio / PMO / Governance within complex environments
  • Demonstrable track record of presenting to C-Suite and Board
  • Strong capability in investment governance, including business case scrutiny and prioritisation
  • Experience working closely with CFOs on portfolio budgets, financial controls and performance reporting
  • Expertise overseeing governance cadence and internal audit coordination
  • Commercial, outcomes-led mindset with the ability to “join the dots” across portfolio delivery and business strategy


This is not a programme management position.


Candidates must be available to start in January and able to commute to the London office 3 days per week.
