Target Operating Model (TOM) Architect (Government) Government client is seeking an experienced TOM Architect to support a major public-sector transformation programme. The high-level operating model is in place; we now need a specialist who can translate it into detailed, practical designs that will shape how services, functions, and governance operate in the future.
