TECHNICAL LEAD/TECHNICAL ARCHITECT, SC SECURITY CLEARANCE, £750 OUTSIDE IR35, REMOTE

My client, Welsh Government, is seeking an experienced Technical Lead/Technical Architect to support a major digital transformation programme.

This is a primarily remote role with occasional travel to Cardiff (CF10 3NQ).

As the Technical Lead, you will provide end-to-end technical leadership across discovery, architecture, procurement, supplier management, delivery and service transition. You will play a key role in shaping a scalable, secure and future-proof platform supporting childcare services across Wales.

Responsibilities:

• Lead the technical direction of a complex digital transformation programme from discovery through to live service.
• Assess existing systems, architecture and technical debt, identifying opportunities for improvement and modernisation.
• Define business and technical architecture, requirements, delivery roadmaps and technical governance.
• Provide technical assurance across architecture, security, integrations, testing, deployment and operational support.
• Work with suppliers and stakeholders to translate discovery findings into prioritised delivery plans.
• Support procurement activities, supplier selection and contract mobilisation.
• Ensure solutions are scalable, adaptable, secure and aligned to future service requirements.
• Manage technical risks, dependencies and governance across multiple workstreams.
• Collaborate with policy, commercial, operational and delivery teams to ensure successful outcomes.

Key Skills & Experience:

• Extensive experience leading complex digital transformation programmes.
• Strong technical leadership and architecture experience.
• Proven experience with Microsoft Azure.
• Strong knowledge of .NET technologies.
• Experience working with Enterprise Resource Planning (ERP) systems.
• Experience with cloud architecture, APIs, system integration and security.
• Experience managing third-party suppliers and technical delivery teams.
• Strong stakeholder engagement and communication skills.
• Experience operating within Agile delivery environments.

Additional Requirements:

• Active SC Security Clearance is essential.
• Ability to travel to Cardiff when required.
• Public sector experience would be advantageous.
