Business Analyst – Workday HR or Finance - Central Government
Day Rate: £450–£500 per day
IR35: Outside IR35
Contract: 6 months initially
Location: Hybrid / UK
Start: October 2027

We are seeking an experienced Business Analyst with Workday HR or Finance experience to support a major ERP transformation programme within a UK government organisation.

The role will form part of the clients ERP Implementation, supporting the assessment and adaptation of existing Government Shared Services processes and designs to enable the implementation of a standalone Workday ERP solution.

You will work closely with HR, Finance and programme stakeholders to assess existing processes, identify gaps and required adaptations, develop business requirements, and support the procurement and evaluation of the Workday implementation partner.

Key Responsibilities
Review and analyse existing Government Shared Services HR and Finance processes, business rules, policies, roles and supporting documentation.

Catalogue relevant process and design artefacts.
Confirm applicable HR and Finance process areas.
Identify key design assumptions, dependencies and constraints.
Establish traceability between Matrix processes and the proposed Core Workday scope.
HR & Finance Process Fit Assessment
Facilitate workshops with HR and Finance stakeholders to assess alignment with Matrix processes.

Business Requirements
Develop a structured business requirements catalogue to support procurement and subsequent Workday implementation.
Define the Core Workday scope, including in-scope and out-of-scope capabilities.
Document business rules, controls, reporting, integration and data requirements.
Support evaluation of prospective Workday Solution Implementation Partners.
Assess bidder responses against agreed business and functional requirements.
Participate in evaluation moderation and supplier presentations.
Support solution validation sessions.
Identify supplier assumptions, gaps, dependencies and delivery risks.
Essential Experience
Proven experience working as a Business Analyst on ERP transformation or implementation programmes.
Experience with Workday HR/HCM and/or Workday Finance.
Strong experience in business process analysis, process design and fit-gap/fit-to-standard assessments.
Demonstrable experience facilitating stakeholder workshops.
Strong requirements gathering, documentation and prioritisation skills.
Experience producing process maps, business requirements and business rules.
Experience working across HR and/or Finance business functions.
Ability to work with senior stakeholders and translate complex business needs into clear requirements.
Experience assessing solutions, suppliers or implementation partners would be highly desirable.
Government or public-sector transformation experience.
