Product Manager - Central Government

We are seeking an experienced Product Manager to support a high-profile Central Government programme delivering citizen-focused digital services. This is an excellent opportunity to join a multidisciplinary team responsible for shaping and delivering products that improve public sector outcomes.

The successful candidate will combine strong product management expertise with the ability to undertake aspects of business analysis, working closely with stakeholders to define requirements, map processes, and ensure solutions meet both user and business needs.

Key Responsibilities

  • Define and communicate product vision, strategy, and roadmap.
  • Manage product backlogs and prioritise features based on user needs and organisational objectives.
  • Collaborate with delivery teams including developers, architects, designers, and testers.
  • Engage with senior stakeholders across government and supplier organisations.
  • Facilitate workshops, discovery activities, and requirements gathering sessions.
  • Analyse and document business processes, user journeys, and functional requirements.
  • Translate business needs into clear user stories and acceptance criteria.
  • Support Agile delivery ceremonies including sprint planning, backlog refinement, and reviews.
  • Use data, user research, and feedback to inform product decisions and prioritisation.
  • Ensure products are aligned to Government Digital Service (GDS) standards and best practices.

Essential Skills & Experience

  • Proven experience working as a Product Manager within complex digital transformation programmes.
  • Experience delivering products within Central Government, Public Sector, or highly regulated environments.
  • Strong stakeholder management and communication skills.
  • Experience working in Agile delivery environments including Scrum and Kanban.
  • Ability to perform business analysis activities including requirements elicitation, process mapping, and workshop facilitation.
  • Experience creating user stories, acceptance criteria, and managing product backlogs.
  • Strong understanding of user-centred design principles.
  • Ability to balance strategic product thinking with hands-on delivery support.

Desirable Experience

  • Experience working to GDS standards and service assessments.
  • Knowledge of Government digital delivery frameworks.
  • Professional certifications such as Scrum Product Owner, AgilePM, BCS Business Analysis, or equivalent.
  • Experience working on citizen-facing digital services.
