Project Manager, Delivery Performance and Governance Systems

Contract, outside IR35, initial 3 to 6 months. Remote first with 1 to 2 days per week onsite in West London.

Our client runs technology delivery across portfolios, delivered through tribes and squads staffed by a mix of internal, offshore and strategic vendor partners.

A standard performance metrics framework already exists in Jira, with rolled-up reporting in Jira Align comparing vendors and teams like for like. This role owns the delivery plan and governance that keeps that framework accurate, current and expanding: onboarding new teams and vendors, driving the workstream to bring budget data into Jira, and managing the vendor relationship where performance falls short of the agreed standard.

This is a hands-on role. There are no direct reports. You will hold the governance cadence with Tribe Heads and vendor account managers in the morning, then build the deck, update the plan and configure the Jira board yourself in the afternoon. We are looking for someone who is equally comfortable at both ends of that day.

What you will own

Delivery and governance

• Own the delivery plan for evolving the performance and service management framework, including a SharePoint site build, extended Jira Align reporting, and integration of budget and finance data currently held in Excel
• Run the governance cadence with Leadership, Tribe Heads, the Agile Coach and the Dev team, tracking progress, risks, dependencies and decisions
• Onboard new teams and vendors onto the standard metric and SLA set as a structured workstream, including scoping legitimate variants such as a new vendor on a different SLA template, and taking the resulting Jira and dashboard changes through to delivery
• Maintain the RAID log and escalation route for issues affecting data quality, reporting coverage or vendor compliance

The hands-on detail

• Build and maintain the reporting pack, the steering slides and the plan yourself. There is no PMO analyst to hand this to
• Work directly in Jira and Jira Align: boards, workflows, fields, filters and dashboards, alongside the Dev team rather than through a ticket queue
• Chase the actions, book the sessions, write the notes and keep the trackers current
• Pull, sanity check and reconcile the data behind the metrics before it goes anywhere near leadership

Vendor and stakeholder management

• Act as Leadership's point of coordination with vendor account managers on performance and service management matters
• Hold vendors to agreed SLAs through structured review and escalation, including pushing back on vendor-claimed exceptions
• Build fast, credible working relationships with vendor account managers and senior internal stakeholders
• Report progress, risks and vendor performance issues to leadership on a regular cadence

Getting it done through others

• Coordinate contributions from the Dev team (Jira, Power BI) and the Agile Coach (SLA definitions) with no line authority over either
• Run multiple concurrent workstreams without close oversight, escalating early where dependencies or resourcing put delivery at risk

Experience required

• Solid project management background applied to a live operational capability rather than a single discrete build, with real planning, governance and RAID discipline behind it
• Genuinely hands-on. You have run the governance and produced the artefacts yourself, either because you had no team or because you sat in a Matrix where nobody reported to you
• Jira and Jira Align at power or super user level. Comfortable configuring, not just consuming
• Managing vendor performance and holding tier-1 partners to SLAs
• Coordinating delivery across permanent, offshore and vendor teams within a single governance structure
• Confident senior-level stakeholder management and negotiation, credible with Heads of and vendor account managers from the first meeting
• Comfortable driving cross-team delivery through influence rather than authority

Desirable

• Agile at scale (SAFe, PI planning) and how governance interacts with squad-level delivery
• Power BI or similar dashboard build experience
• Integrating financial or budget data into a delivery reporting tool
