Digital Product Manager - Data Services

£500-£550 per day | Outside IR35 | Hybrid Remote |

SC Eligible | 6 Months (Initial Contract)

Overview

We are hiring an experienced Digital Product Manager to support a large-scale government digital-services programme. You will initially take ownership of the roadmap and priorities for a data team comprising data engineers and test specialists. The wider role requires systems thinking across data, backend and digital teams, ensuring technical delivery remains aligned with service outcomes and delivers clear business and user value. This is a pragmatic, hands-on position for someone who can bring structure to competing priorities, constructively challenge, and help the client balance immediate operational needs with the longer-term development of its digital platform.

Key Responsibilities

  • Own and maintain the product roadmap and priorities for the data ingestion team.
  • Connect data and backend deliverables to wider service outcomes and goals.
  • Explain the value, scope, users and dependencies associated with new features and technical work.
  • Identify the sequence in which backend, data and frontend capabilities need to be delivered.
  • Support Delivery Managers across multiple teams with backlog and roadmap prioritisation.
  • Maintain a manageable level of work in progress and stabilise frequently changing priorities.
  • Challenge unnecessary, low-value or out-of-scope work constructively.
  • Balance new features, live service requests, technical debt and platform maturity.
  • Articulate the value of backend engineering work to technical teams and senior non-technical stakeholders.
  • Work closely with engineers, testers, Delivery Managers, architects and digital product teams.
  • Bring business, operational and technical stakeholders together to reduce ambiguity.
  • Ensure teams receive sufficient context and notice to assess, refine and plan new requests.
  • Provide transparent product decisions and recommendations without operating in isolation.
  • Help stakeholders understand delivery trade-offs and adopt sustainable working practices.

Skills & Experience

  • Strong experience as a Digital Product Manager within complex digital or data programmes.
  • Previous delivery experience within UK government or a comparable public-sector environment.
  • Experience managing products delivered by data engineering or backend technology teams.
  • Strong systems thinking and the ability to work across several related teams.
  • Proven roadmap, backlog and prioritisation experience.
  • Ability to explain technical work in terms of business, service and user value.
  • Experience balancing technical debt, new features and live operational demands.
  • Confidence challenging shifting priorities, shortcuts and low-value requests.
  • Strong understanding of Agile and multidisciplinary digital delivery.
  • Excellent communication, collaboration and stakeholder-management skills.
  • A proactive, curious and pragmatic approach to product management.

Desirable

  • Experience with data ingestion, data platforms or case-processing services.
  • Understanding of engineering practices, release strategies and platform maturity.
  • Familiarity with flow metrics, developer experience and technical-team performance.
  • Experience supporting multiple delivery teams or product areas.
  • Familiarity with the Government Service Standard.
  • Previous government security clearance.

Security Requirements

Candidates must be eligible and willing to undertake a BPSS background check and obtain SC-level security clearance. Continued engagement will be subject to the successful completion and maintenance of the required checks.
