Senior Project Manager / Programme Manager / Asset Manager
We are seeking an experienced Asset Manager / Senior Project Manager / Programme Manager to lead a portfolio of strategic asset projects within a Registered Social Landlord (RSL). This is not a Survey Manager, Compliance Manager or Data Analyst role, however, the client would consider Asset Managers with Project Management experience.
You will lead a series of business-critical projects focused on asset intelligence, stock condition, energy planning, asset investment and governance, ensuring successful delivery and reporting to senior stakeholders, Executive Team and Board.
- Assignment: Initial 6 months
- Rate: £450 per day
- Location: Remote (mostly) with one day per month in Wales

Key Projects:
Asset Intelligence
- Establish an asset intelligence framework.
- Define data ownership, governance and standards.
- Implement validation processes and confidence reporting.
Stock Condition Survey
- Provide strategic oversight of the 40% SCS programme.
- Ensure outputs are robust and suitable for investment planning.
- Establish QA and validation requirements.
Target Energy Pathways (TEP)
- Lead delivery of the TEP project.
- Ensure assumptions are evidence-based.
- Improve integration between EPC, SCS and investment data.
Asset Planning
- Develop investment planning models.
- Align lifecycle, WHQS 2023, compliance and TEP requirements.
- Support long-term business planning and forecasting.
Governance
- Develop asset governance arrangements.
- Establish Executive and Board reporting.
- Support assurance and three lines of defence.
Essential Experience
- Proven experience as a Senior Project Manager or Programme Manager or Asset Manager within a Registered Social Landlord (RSL) environment.
- Strong track record delivering complex asset, investment, transformation or business change projects in social housing.
- Experience reporting to Executive Teams and Boards.
- Strong governance, risk management and assurance experience.
- Ability to work independently and influence at senior levels.
Desirable
- Knowledge of Welsh housing regulation and WHQS 2023.
- Experience with stock condition surveys, asset intelligence, asset planning or decarbonisation programmes is highly desirable.
Qualifications
- Degree or equivalent experience in Project Management, Housing, Asset Management, Construction or a related discipline.
- Professional project/programme management qualification desirable.
