Service Designer - GDS Discovery (Outside IR35)

Contract until end of year*

Overview

We are seeking an experienced Service Designer to support a GDS Discovery through to handover for Alpha. The successful candidate will work closely with Product, User Research, Business Analysis and Technical leads to map current services, identify user needs, define problem spaces and shape viable service concepts aligned to Government Digital Service standards.

Key Responsibilities

  • Service mapping - Document current end-to-end service journeys, pain points, dependencies and constraints across users, teams and systems.

  • User needs analysis - Work with UXR to translate research insights into clear, prioritised user needs.

  • Problem framing - Define problem statements, hypotheses and opportunity areas for Discovery.

  • Co-design workshops - Facilitate workshops with SMEs, stakeholders and users to explore service concepts.

  • Service blueprints - Produce artefacts that show interactions, systems, data flows and operational processes.

  • Option development - Generate and assess service options against feasibility, viability and desirability.

  • Stakeholder engagement - Work with policy, operations and technical teams to ensure alignment.

  • GDS alignment - Ensure outputs meet GDS Service Standard expectations for Discovery.

  • Handover to Alpha - Produce clear artefacts and recommendations to support Alpha planning.

Essential Skills & Experience

  • GDS Discovery experience on complex public-sector services.

  • Strong capability in service mapping, blueprinting, journey design and systems thinking.

  • Comfortable working with policy, operations, technical teams and senior stakeholders.

  • Experience collaborating with User Researchers and interpreting research insights.

  • Ability to produce clear, actionable service artefacts for decision-making.

  • Confident facilitating workshops, ideation sessions and playback sessions.

  • Strong understanding of end-to-end service design in government contexts.

Nice-to-Have

  • Experience in health, defence, justice, or central government environments.

  • Familiarity with technical constraints, Legacy systems, and multi-team service ecosystems.

  • Exposure to policy design or operational service delivery.
