Digital Transformation Training and Adoption Analyst - D365 case management - £350 - £450 a day - Outside IR35

We are working with a Central Government client who has recently rolled out Copilot and a new frontline case management solution built on Dynamics 365, with a new Evidence Review Platform scheduled to go live in September 2026. To realise the full value of these investments, the organisation needs a structured and user-centred approach to digital skills, learning, change adoption and continuous improvement. The Digital Transformation Training and Adoption Analyst will play a key role in ensuring colleagues have the confidence, capability and support to adopt new tools and ways of working effectively, safely and consistently.

Role Purpose

To design, coordinate and continuously improve the organisations approach to digital training, user readiness and adoption for new technologies delivered through the Digital Transformation Programme. The postholder will help ensure that frontline and business users can effectively use Copilot, the Dynamics 365 case management solution and the Evidence Review Platform, leading to improved user experience, stronger digital capability, greater consistency in practice and better return on investment from technology change.

Key Responsibilities

Develop and maintain a training and adoption approach for digital products introduced through the Digital Transformation Programme. This includes ensuring working closely with stakeholders across the Evidence Review Programme’s to embed the new technology and effective ways of working with user groups and teams.

Undertake user needs analysis to identify digital skills gaps, learning requirements and barriers to adoption across frontline and business teams.

Design and coordinate role-based learning journeys, onboarding materials, guidance, job aids and support content for new digital tools and processes.

Work with product, delivery, service design, operational and change colleagues to ensure training and adoption activity is aligned to business readiness and go-live plans.

Support the rollout and embedding of Copilot, the Dynamics 365 case management solution and the Evidence Review Platform, including pre-go-live readiness, launch support and post-implementation adoption activity.

Plan and deliver communications and engagement activity that builds awareness, confidence and sustained adoption among users and stakeholders.

Establish feedback loops with users to capture pain points, adoption issues and improvement opportunities, and translate these into actionable recommendations.

Monitor and report on adoption metrics, training effectiveness, user confidence and benefits realisation, using insights to refine support interventions.

Promote good practice in safe, responsible and effective use of digital tools, including appropriate use of AI-enabled functionality where relevant.

Build and support networks of champions, super users or local leads to reinforce learning and sustain change within teams.

Contribute to continuous improvement of the organisations wider digital capability and adoption framework.

Person Specification

Essential

Experience of supporting digital transformation, technology adoption, learning or business change in a complex organisation.

Ability to design and deliver practical, user-centred training and adoption interventions for a range of audiences.

Strong understanding of how to assess user readiness, identify capability gaps and support behaviour change.

Experience of creating clear learning materials, guidance, communications or support content.

Ability to analyse adoption data, user feedback and performance insights to improve interventions and demonstrate impact.

Strong stakeholder management and collaboration skills, with the ability to work across delivery teams, operational teams and senior stakeholders.

Good communication and facilitation skills, with the ability to explain digital tools and processes in a clear and accessible way.

Strong organisational skills and the ability to manage competing priorities across multiple workstreams.

A commitment to inclusive design, accessibility and continuous improvement.

Desirable

Experience of supporting adoption of Microsoft technologies, including Copilot, Dynamics 365 or related digital workplace tools.

Knowledge of change management, learning design, service design or benefits realisation approaches.

Experience working in a public sector, regulatory or casework environment.

Familiarity with digital skills frameworks, adoption dashboards or business readiness assessments.

Experience of establishing champion networks, communities of practice or peer support models.

Key Working Relationships

The postholder will work closely with the Digital Transformation team, delivery managers, business change leads, operational leaders, digital and data teams, learning and development colleagues, and frontline users across the organisation. The role will also support engagement with suppliers and implementation partners where required to align training, readiness and adoption activity with product delivery and service outcomes.
