Change and Comms Manager - Central Government - £500- £550 a day - 6 months - Outside IR35

Our Central Government client is delivering a significant Digital Transformation Programme to modernise core services, improve operational efficiency and support better organisational outcomes. This programme includes a number of cross-organisational projects, such as the introduction of a new case management system, a new evidence review and data management solution, the rollout of Copilot, and the refresh of audio-visual products and services. To support successful delivery and adoption of these changes, the client requires an experienced Change Manager to work closely with the Director of Digital Transformation and programme delivery teams.

Role Purpose

The Change Manager will work closely with the Director of Transformation, Digital and Technology Leadership team to lead the people side of change across the Transformation Programme, ensuring that new technologies, processes and ways of working are understood, adopted and Embedded across the organisation. Working closely with the Director of Digital Transformation, programme managers, project teams and business stakeholders, the postholder will develop and deliver change management strategies that improve readiness, engagement, adoption and benefits realisation. The role will be central to ensuring that investment in digital tools and services delivers measurable value for the client

Key Responsibilities
Develop and implement a change management approach for the Digital Transformation Programme, aligned to programme objectives, delivery milestones and business priorities.
Work closely with the Director of Digital Transformation and project leads to assess change impacts, stakeholder needs, risks and dependencies across multiple concurrent initiatives.
Create and deliver change plans covering stakeholder engagement, communications, training support, business readiness and adoption activities.
Support leaders and managers to effectively sponsor and lead change within their teams, equipping them with the messaging, tools and confidence needed to engage staff.
Design and coordinate communications that clearly explain the purpose, benefits and practical implications of programme changes for different audiences across the organisation.
Collaborate with product, project, technology and operational teams to ensure change activity is integrated into programme delivery rather than treated as a standalone workstream.
Identify and manage resistance, adoption barriers and organisational risks, using insight and feedback to adapt change interventions as required.
Develop approaches to measure change readiness, user adoption, engagement and benefits realisation, and use data to report progress and inform decision-making.
Help maximise return on investment by increasing awareness, confidence and effective use of new digital tools and services.
Promote a consistent and user-centred approach to change across the programme, helping to build organisational capability for future transformation.

Person Specification

Essential Experience and Knowledge
Demonstrable experience of leading change management activity in complex organisational or digital transformation programmes.
Experience of supporting the implementation of technology-enabled change, such as new systems, digital tools, process redesign or service improvement initiatives.
Strong understanding of change management principles, methodologies and tools, with the ability to apply these pragmatically in a public sector or similarly complex environment.
Experience of stakeholder engagement across a wide range of roles and seniority levels, including senior leaders, operational teams and specialist functions.
Experience of developing change impact assessments, stakeholder analysis, communication plans, readiness activities and adoption measures.
Knowledge of how people experience change and the factors that influence successful adoption and sustained behaviour change.

Reporting and Key Relationships
The Change Manager will work closely with the Director of Digital Transformation and alongside programme managers, project managers, digital and technology teams, communications colleagues, learning and development teams, and business leaders across the organisation. The role will require strong partnership working across the organisation to ensure change is coordinated, communicated effectively and Embedded successfully.
