Overview

We are partnering with an innovative organisation delivering next-generation digital and data services across the healthcare and public sector landscape.

They are seeking a Lead Service Designer / Product Owner to help shape the future of how health, government, and public sector organisations securely access, manage, and utilise complex datasets to improve decision-making, operational efficiency, and citizen outcomes.

Working at the intersection of service design, product strategy, user research, and digital transformation, you will play a key role in designing user-centred services and products that support a broad range of stakeholders, including clinicians, analysts, operational teams, policymakers, and government organisations.

This is an opportunity to work on high-impact programmes where data, governance, accessibility, and user experience are critical to delivering trusted digital services at scale.


Key Responsibilities

Service Design

  • Lead the design of end-to-end user journeys across complex health and public sector digital services.
  • Map, analyse, and optimise services spanning multiple systems, organisations, and stakeholder groups.
  • Develop service blueprints, operating models, and future-state service designs.
  • Identify pain points, risks, and opportunities for service improvement and innovation.
  • Ensure services align with user needs, policy requirements, governance frameworks, and organisational objectives.
  • Collaborate closely with Product, Delivery, Engineering, Data, and Operations teams to ensure services are practical, scalable, and measurable.
  • Design services that balance usability, compliance, accessibility, and operational efficiency.

Product Ownership & Product Design

  • Shape product vision, strategy, and priorities for data-driven digital platforms.
  • Design intuitive user experiences that simplify complex data workflows, permissions models, and governance processes.
  • Create user flows, wireframes, prototypes, and service concepts to support discovery and delivery activities.
  • Work closely with delivery teams to translate user needs into actionable product requirements.
  • Contribute to product roadmaps, prioritisation, and backlog management.
  • Ensure solutions meet accessibility, security, and public sector design standards.

User Research & Insight

  • Plan and conduct research with diverse user groups, including healthcare professionals, operational users, analysts, policymakers, and senior stakeholders.
  • Translate qualitative and quantitative insights into service and product improvements.
  • Champion evidence-based decision-making throughout the product lifecycle.
  • Establish scalable feedback loops and research practices.
  • Use data and research findings to identify opportunities for innovation and service optimisation.

Stakeholder Engagement & Leadership

  • Facilitate workshops, discovery sessions, service design activities, and stakeholder engagement forums.
  • Work collaboratively across Product, Engineering, Data, Clinical, Operations, and Policy teams.
  • Present recommendations and influence decision-making at senior leadership level.
  • Promote user-centred design, accessibility, and service excellence.
  • Support and mentor designers and team members where appropriate.


Essential Skills & Experience

  • Significant experience operating as a Lead Service Designer, Product Owner, Product Designer, or Service Design Lead.
  • Proven track record designing and delivering complex digital services within healthcare, government, public sector, or other regulated environments.
  • Strong experience applying Government Digital Service (GDS) principles and user-centred design methodologies.
