Target Operating Model Consultant (Contract) - £450-£500 a day - Outside IR35 - (Hybrid/ 1 day per week in Bedford)
Overview
We are seeking an experienced Operating Model Consultant to support the development of a new Customer Design, Improvement and Quality Directorate for a Government client.
Working alongside the Engagement lead and Director, the consultant will play a key role in designing and establishing the Directorates operating model, including its vision, mandate, service offer, organisational structure, governance, and ways of working.
This is a highly delivery-focused role. We are looking for someone who is comfortable creating the artefacts, analyses and recommendations required to develop a practical and implementable Target Operating Model, rather than solely providing strategic advice.
Key Responsibilities
Target Operating Model Development
• Support the design and development of the Directorates Target Operating Model.
• Define and document operating model components including:
o Vision and purpose
o Mandate and remit
o Service catalogue and organisational offer
o Organisational structures and accountabilities
o Governance and decision-making frameworks
o Ways of working
o Demand management and prioritisation processes
o Performance and quality management approaches
• Develop operating model artefacts and supporting documentation.
• Translate strategic objectives into practical operating model recommendations.
Discovery and Analysis
• Conduct stakeholder interviews and workshop support activities.
• Analyse current-state arrangements and identify opportunities for improvement.
• Synthesize findings into actionable recommendations.
• Develop options, assessments and decision papers.
Delivery Support
• Produce high-quality outputs including:
o Operating model designs
o Organisation design recommendations
o Governance frameworks
o Service definitions
o RACI models
o Process maps
o Presentation materials
• Support workshop planning and follow-up actions.
• Contribute to implementation planning where required.
Essential Experience
• Proven experience developing Target Operating Models within large or complex organisations.
• Experience designing operating models for corporate, customer, transformation, design or service functions.
• Strong organisational design and governance design capability.
• Experience producing practical operating model deliverables and artefacts.
• Ability to work independently with limited direction.
• Strong analytical, synthesis and documentation skills.
• Experience supporting senior stakeholders through organisational change.
