Technical Environment Consultant

Outside IR35

Duration: 6 months

Purpose of the assignment

TMHCC operates a highly complex, distributed technology estate spanning legacy and modern platforms. This assignment will establish disciplined end-to-end environment management, ensuring consistency, availability, and control across development, test, and pre-production landscapes. Equally, it will define and implement the automation roadmap required to remove manual intervention and dependency bottlenecks.

 

The assignment’s ultimate success will be measured by completing the project - achieved through automation, orchestration, and sustainable capability uplift.

Rationale

Our current environment landscape is fragmented, with significant manual effort required to coordinate releases, refreshes, and dependencies across systems. This creates risk, delays, and inconsistencies in delivery. The assignment will help TMHCC to stabilise the operating model, introduce automation, and define a scalable approach that can be embedded into permanent engineering and DevOps practices.

Environment Management

  • Define, maintain, and oversee all non-production environments (development, test, staging, UAT, performance, pre-production).
  • Manage environment schedules, refresh cycles, and configuration deployments across multiple platforms and business domains.
  • Act as the single point of coordination for environment-related incidents, conflicts, and dependencies.

 

Automation and Optimisation

  • Assess manual environment management processes and identify automation opportunities.
  • Collaborate with DevOps and Architecture teams to design and deliver automated provisioning, refresh, and monitoring capabilities.
  • Develop and deliver a roadmap toward self-service environment orchestration using infrastructure-as-code and pipeline-driven automation.

 

Governance and Coordination

  • Establish environment management standards, runbooks, and controls aligned to change and release processes.
  • Ensure test data management aligns with privacy and security obligations.
  • Coordinate environment planning with product and change teams to reduce contention and improve release flow.

 

Stakeholder Management

  • Partner with Engineering, QA, Architecture, and Delivery teams to plan and prioritise environment usage.
  • Communicate clearly with both technical and non-technical stakeholders on environment availability and issues.
  • Champion automation-first practices and influence consistent standards across delivery teams.

Required Experience

  • Proven track record in environment or release management within complex, multi-system enterprises (ideally insurance or financial services).
  • Strong knowledge of SDLC, CI/CD, Change Management and environment dependencies.
  • Hands-on experience with:
    • Infrastructure-as-Code (e.g. Terraform)
    • Cloud (preferably Azure)
    • DevOps tooling (e.g. Ansible, Azure DevOps, GitHub, OctopusDeploy)
    • Containers (e.g AKS, K8 or Minikube)
    • Service management platforms (e.g. ServiceNow)
  • Demonstrated leadership in environment automation and orchestration initiatives.

  • Reduction in environment-related incidents and conflicts.
  • Documented and repeatable environment processes established.
  • Automation of key environment provisioning and refresh activities.
  • Defined and agreed exit plan transferring responsibilities into permanent DevOps practice.
  • Demonstrable ROI through reduced manual effort, shorter lead times, and higher release confidence.
