Government client is seeking an experienced TOM Design Consultant to support a major public-sector transformation programme. The high-level operating model is in place; we now need a specialist who can translate it into detailed, practical designs that will shape how services, functions, and governance operate in the future.

Key responsibilities

  • Develop a new decision-rights framework and governance model suitable for a complex public-sector environment
  • Build detailed capability and functional models across enabling functions and delivery units
  • Design service models for centrally delivered services, including funding approaches, demand management, prioritisation, and service standards
  • Map cross-functional workflows and integration points to ensure coherent, end-to-end service delivery
  • Define transition states and pathways from current to future operating model

What you'll bring

  • Strong experience in public-sector TOM design or business architecture
  • Ability to work at detailed, operational levels, not just conceptual frameworks
  • Understanding of public-sector governance, accountability, and service-delivery contexts
  • Excellent analytical, structural design, and stakeholder-engagement skills

The Target Operating Model (TOM) Architect is required 8 months initially; hybrid working (2-3 days in the office); and is Outside of IR35.
