Project Overview
This role sits at the core of the organisation’s Risk Strategy, providing independent Line 2 oversight, challenge, and advisory support across strategic technology change and transformation initiatives.
We are specifically seeking a business-facing Technology Risk professional with deep experience in complex change environments, particularly within regulated Financial Services organisations. This is not a hands-on security or infrastructure delivery role. Instead, the focus is on risk oversight across large-scale transformation, platform change, and business-driven technology migration initiatives.
The Technology Risk Specialist will ensure technology change activity remains within risk appetite and aligns with regulatory, legal, and governance expectations, leveraging best practice frameworks such as Information Technology Infrastructure Library to assess operational risk, control effectiveness, and service resilience.

Role Context
This position requires someone comfortable operating at the intersection of:
- Technology

The successful candidate will bring demonstrable experience overseeing complex business-led technology migrations, transformation programmes, and architectural change — providing effective Line 2 challenge without stepping into Line 1 delivery.
Key Objectives
- Provide independent, constructive Line 2 challenge across strategic technology and transformation initiatives
- Oversee technology risks arising from business change, platform modernisation, and architectural evolution
- Ensure technology transformation activity operates within risk appetite
- Strengthen governance, reporting, and control frameworks across change portfolios
- Assess effectiveness of IT service management controls (aligned to ITIL practices) in mitigating operational and change-related risk
Key Responsibilities
- Advise and challenge on technology risk across major change and transformation programmes
- Review and challenge risk assessments related to system migrations, platform changes, and architectural redesign
- Provide risk oversight of business-driven technology initiatives (including Financial Services migrations where applicable)
- Engage with Architecture, Change, and Programme teams to assess risk impacts of design decisions
- Evaluate the design and effectiveness of ITIL-aligned processes such as Change Enablement, Incident Management, and Problem Management in reducing risk
- Support governance forums with clear, commercially aware risk insight
- Review Line 1 RCSAs, control testing, and policy compliance assessments
- Provide oversight on emerging risks linked to transformation, third-party change, and complex integrations
- Assess operational resilience, service continuity, and incident response capabilities in line with ITIL best practices
- Support the evolution of IT risk frameworks, policies, and GRC tooling
Essential Experience
- Strong experience operating in a Line 2 Technology Risk capacity
- Demonstrable oversight of complex change and transformation programmes, not solely BAU security or infrastructure operations
- Experience challenging and advising Architecture and Change functions
- Experience with large-scale platform migrations or business-focused technology transformation, ideally within Financial Services
- Strong understanding of risk impacts arising from architectural design decisions and enterprise change
- Proven ability to operate in regulated environments (experience in Financial Services strongly preferred)
- Practical understanding of ITIL and its application in managing operational risk, service stability, and change control
- Experience working with Audit, Risk, Change, and senior Technology stakeholders
