Contract Description

Cloud Consulting have an urgent requirement for an experienced Project Change Manager to work on a high-profile project for a leading government agency.

The role is a hybrid one - 2 days p/week on-site in Bristol and 3 days remote, and is Outside of IR35.

Scope of role:

Change Management Leadership:
Lead and coordinate all change management activities across, ensuring a structured, transparent, and controlled approach to project and programme-level changes.
Act as the focal point for all change-related communications, ensuring clarity and consistency across stakeholders.

Framework and Governance:
Facilitate effective change control governance, including preparation of change documentation, impact assessments, options analysis, and presentation of recommendations to relevant boards and authorities.
Support integration of change control with other project management disciplines, including risk, schedule, cost, and configuration management.

Stakeholder Coordination:
Coordinate with project, programme, and portfolio stakeholders to ensure all change requests are fully assessed, authorised, and implemented in line with agreed procedures.
Ensure all changes are aligned with wider programme dependencies and strategic objectives, maintaining coherence across the Land ISTAR portfolio.
Support programme-level decision-making by providing timely and accurate change insights to senior leadership.

Change Tracking and Reporting:
Develop and maintain a Change Register, tracking progress, decisions, and outcomes to ensure full traceability through the project life cycle.
Monitor and report on the status, impact, and implementation of change requests to programme governance boards and authorities.
Identify risks, issues, and trends in change management processes and recommend mitigation or process improvements.

Continuous Improvement:
Promote a culture of structured change management and best practice across the project and programme.
Identify opportunities to improve change governance, reporting, and integration with other project management functions.

Requirements

Essential:
Proven experience in leading change management within large-scale
Strong understanding of change governance, project management frameworks, and programme delivery.
Experience in preparing change documentation, impact assessments, and options analysis for decision-making boards.
Excellent stakeholder management skills, with experience engaging senior clients and multidisciplinary teams.
Strong analytical, organisational, and problem-solving capabilities.
Self-starter capable of operating effectively in structured and ambiguous environments.

Desirable:
Experience with Land ISTAR, Defence capability delivery, or digital transformation projects.
Knowledge of integration between change management and other project management disciplines (risk, schedule, cost, configuration).
Experience in implementing change management frameworks across multiple projects or portfolios.
