Cloud Consulting have an urgent requirement for an experienced Delivery Manager to work on a high-profile project for a leading government department.
The role is a hybrid role - 2 days on-site in Bristol or Swindon, and is Outside of IR35.
The role requires a structured, detail-oriented leader who can coordinate multiple stakeholders, ensure compliance with deliver timely, high-quality outputs in a complex programme environment.
Key Responsibilities
Approvals Management:
Ensure all submissions, recommendations, and artefacts for approvals (OBC, FBC, and other decision points) are complete, accurate, and presented in line with required templates and protocols.
Act as the primary point of contact for approval-related queries and ensure timely responses to decision-making authorities.
ITN Competition Management:
Manage the Invitation to Negotiate (ITN) competition process, including planning, scheduling, and oversight of procurement timelines.
Coordinate with internal teams, suppliers, and stakeholders to ensure ITN documentation, evaluation criteria, and assessments are correctly executed.
Support supplier engagement and clarification activities, ensuring fair, transparent, and compliant competition processes.
Full Business Case (FBC) Support:
Support the preparation and review of FBCs, ensuring alignment with strategic objectives, costings, benefits, and programme dependencies.
Work with finance, commercial, and technical teams to validate assumptions, consolidate evidence, and ensure accurate representation of project and programme deliverables.
Facilitate approvals boards and governance meetings, providing necessary briefings and artefacts to support decision-making.
Stakeholder Coordination:
Liaise across project, programme, and portfolio stakeholders to ensure all approvals, competition activities, and FBC requirements are understood and met.
Monitoring and Reporting:
Maintain comprehensive records of approvals, ITN progress, and FBC development activities.
Report on status, risks, and dependencies to senior leadership, boards, and governance forums.
Identify and escalate potential issues impacting timelines, compliance, or programme outcomes.
Continuous Improvement:
Identify opportunities to enhance approval, ITN, and FBC processes for efficiency, clarity, and alignment
Support lessons learned capture and dissemination across programmes to improve governance and delivery outcomes.
