User Researcher – Public Sector (Discovery-Focused) Rate: Outside IR35 (competitive / DOE) Contract Length: 6 months Start: ASAP Location: Hybrid, with on-site working in London a few times per month (occasionally weekly)Clearance: Active SC Clearance is essential We are supporting a consultancy delivering a public sector programme and are looking for an experienced User Researcher to join the team. This role is particularly suited to researchers with strong public sector experience, a background in human factors, and confidence applying mixed research methods in discovery-led environments. You will work closely with multidisciplinary teams to understand user needs, behaviours and constraints, helping to shape services from the earliest stages. Key Responsibilities
  • Plan and conduct discovery-phase user research
  • Apply mixed methods, including qualitative and quantitative approaches
  • Use human factors principles to understand user behaviour and system interactions
  • Design and run interviews, usability testing, workshops and surveys
  • Synthesise research findings into clear, actionable insights
  • Collaborate closely with product, design, content and delivery teams
  • Communicate research outcomes effectively to a range of stakeholders
Essential Experience
  • Proven experience as a User Researcher within public sector environments
  • Strong background in human factors or behavioural research
  • Demonstrable experience using mixed research methods
  • Experience working in discovery or early-stage research contexts
  • Ability to work confidently in multidisciplinary Agile teams
  • Strong communication and stakeholder engagement skills
Desirable Experience
  • Experience working to GDS standards and ways of working
  • Experience supporting complex or regulated services
