User Researcher - Public Sector (Discovery-Focused) Rate: Outside IR35 (competitive/DOE)

Location: Hybrid, with on-site working in London a few times per month (occasionally weekly)

essential We are supporting a consultancy delivering a public sector programme and are looking for an experienced
User Researcher to join the team.
This role is particularly suited to researchers with strong
public sector experience, a background in
human factors, and confidence applying
mixed research methods in discovery-led environments. You will work closely with multidisciplinary teams to understand user needs, behaviours and constraints, helping to shape services from the earliest stages.
Key Responsibilities- Plan and conduct discovery-phase user research
- Apply mixed methods, including qualitative and quantitative approaches
- Use human factors principles to understand user behaviour and system interactions
- Design and run interviews, usability testing, workshops and surveys
- Synthesise research findings into clear, actionable insights
- Collaborate closely with product, design, content and delivery teams
- Communicate research outcomes effectively to a range of stakeholders
Essential Experience- Proven experience as a User Researcher within public sector environments
- Strong background in human factors or behavioural research
- Demonstrable experience using mixed research methods
- Experience working in discovery or early-stage research contexts
- Ability to work confidently in multidisciplinary Agile teams
- Strong communication and stakeholder engagement skills
Desirable Experience- Experience working to GDS standards and ways of working
- Experience supporting complex or regulated services
